Bentana Woods Cluster operates on a strictly balanced, audited fiscal budget across 48 households ($86,400 annual budget). Every dollar is segregated into two statutory accounts:
1. Operating Fund (~65%)
Funds day-to-day services and essential neighborhood amenities:
- Twice-weekly trash & weekly single-stream recycling
- Cluster common grounds mowing & landscaping
- Tree canopy safety inspections & hazard limb pruning
- Common street lighting electricity (Dominion Energy)
- Cluster master insurance policy & liability coverage
- Winter snow clearance on common roadways & paths
2. Capital Replacement Reserves (~35%)
Mandated by Virginia Code § 55.1-1826 to protect long-term property values:
- Roadway asphalt milling, crack filling & sealcoating
- Concrete curb gutters & stormwater drainage flumes
- Cluster structural retaining walls
- Tot Lot playground equipment & safety mulch
- Independent 5-year engineering reserve studies
- Preempts costly emergency special assessments
Statutory Transparency: The Association's financial books and annual budgets are open to all homeowners in good standing. Audited financial statements are reviewed at each monthly Board meeting and ratified at the Annual Membership Meeting.
